Mystery Shopping

In addition to auditing arrangements, OCPA also carries out “mystery shopping” exercises.

These exercises involve members of OCPA anonymously requesting application packs for various publicised public appointment within the Commissioner’s remit.

The purpose is to enable OCPA to analyse the application packs and forms of a sample of recruitment processes in order to determine whether government departments are complying with the Commissioner’s Code of Practice. Examples of good practice are also identified. The results of these mystery shopping exercises are contained in the Commissioner’s Annual Report.
